Victorian Energy Upgrades (VEU): what it discounts and when
The VEU program, administered through Energy Victoria, offers discounts now on the exact items the standards call for: efficient heating, efficient cooling, hot water systems, draught and weather sealing, and showerheads. That means a landlord upgrading ahead of the 1 Mar 2027 lease trigger can claim the discount today rather than waiting.
The one item with a future start date is ceiling insulation. The VEU ceiling insulation discount opens for general homes from 1 Oct 2026, worth up to $1,482 with a minimum $200 customer contribution. For rental properties specifically, the insulation discount is expected to apply from around 1 Jan 2027. Because the ceiling insulation standard itself starts on 1 Mar 2027, that timing lines up well: a landlord who needs to install R5.0 insulation where none exists can claim the VEU discount just before the standard bites. The VEU rebate figures and timing are published by Energy Victoria, with the insulation discount detailed on the VEU insulation page. Importantly, if a property already has any ceiling insulation, no upgrade is needed regardless of its rating, so there is no discount to chase in that case.
Solar for Rentals: up to $2,800 off a solar system
Solar for Rentals is a separate program from Solar Victoria. It pays a rebate of up to $1,400 toward a rooftop solar system, and a landlord can add a matching interest-free loan of up to $1,400 repaid over four years. Combined, that is up to $2,800 off the cost of solar. Solar PV is not a minimum standard, so no landlord is required to install it, but for owners across Melbourne and regional Victoria who want a stronger asset and a more attractive listing, the numbers are worth running.
The eligibility rules are specific. From 1 Jul 2026 the renter household income cap drops from $210,000 to $150,000, so the household living in the property must earn under $150,000 to qualify. The property must be valued at under $3 million, the address must not have been previously rebated, and a maximum of 2 rental rebates apply per financial year. How do VEU and Solar for Rentals work together?
They are complementary, not competing. VEU discounts the compliance items the standards require, so it directly reduces the cost of meeting the law. Solar for Rentals discounts an optional upgrade that lowers the tenant's power bills and lifts the property's appeal. A landlord in Reservoir replacing a failed gas heater with an efficient electric unit claims VEU on the heater. The same landlord can, in the same visit, look at whether the roof and the tenant's income qualify for Solar for Rentals. Sequencing the works so both programs are captured is where the savings add up.
When should landlords act to capture the rebates?
The advertising reform is already in force. Since 25 Nov 2025, a rental property must meet the existing minimum standards before it is advertised or when an offer to let is made, not just at handover, under the package of reforms announced by the Premier of Victoria. That changes the timing for any property between tenancies now.
For the new energy efficiency standards, the trigger points are staggered from 1 Mar 2027, with draught proofing from 1 Jul 2027 and the cooling deadline for all homes on 1 Jul 2030. Acting before a lease turns over lets a landlord claim VEU discounts that are already open, and plan insulation around the 1 Oct 2026 general start (roughly 1 Jan 2027 for rentals). Leaving every property to its lease trigger at once creates a crunch and forgoes the chance to sequence works efficiently.
