What does the July 2027 draught proofing standard require?
From 1 July 2027, every Victorian rental property must be draught proofed whenever a new lease is signed or a fixed term tenancy converts to periodic. In practice, that means a rental provider must weather seal all external doors, windows and unsealed wall vents so the home no longer leaks conditioned air through obvious gaps. The requirement comes from the Residential Tenancies Amendment (Minimum Energy Efficiency Standards) Regulations 2025, which are finalised, not a proposal, and administered by Consumer Affairs Victoria.
Draught proofing is one of six new energy efficiency standards Victoria is staging in from 2027. It carries the latest start date of the group. Most of the other measures, including ceiling insulation and water efficient showerheads, begin on 1 March 2027, while draught proofing follows on 1 July 2027. This gives owners and property managers across Melbourne a slightly longer runway to plan the works.
Why draught proofing matters for Victorian rentals
Air leakage is one of the biggest hidden drivers of energy waste in older Victorian housing stock. Weatherboard homes across the inner north, brick veneers through the eastern suburbs, and period properties around Fitzroy, Brunswick and Northcote often have significant gaps around doors, sash windows and legacy wall vents. Sealing those gaps keeps heating and cooling inside, which lowers running costs for renters and reduces strain on the very heating and cooling systems the new standards also regulate.
For rental providers, the practical point is simpler. Weather sealing is now a legal minimum standard, not an optional upgrade. Once 1 July 2027 arrives, a property that goes to a new lease with unsealed external doors, windows or open wall vents does not meet the standard, and a renter can pursue the matter at VCAT.
Exactly what must be sealed?

The wording of the regulation is to weather strip all gaps. The intent is to close the obvious leakage points, not to rebuild the home. If a door already seals well or a window is already weather stripped, no further work is needed on that element.
When does the standard apply? The trigger explained
Draught proofing is a trigger based standard, not a hard portfolio wide deadline. The obligation activates on one of two events:
- A new lease (a new rental agreement) begins on or after 1 July 2027, or
- An existing fixed term tenancy converts to a periodic (month to month) tenancy on or after that date.
This matters for how you plan across a rent roll. A tenanted property that simply continues under an unchanged fixed term does not trigger the draught proofing requirement on day one. The obligation lands the next time that property turns over to a new lease or rolls to periodic. There is only one hard portfolio wide deadline among the entire package of new standards, and it is not draught proofing. Alongside these energy measures, a separate reform is already in force. Since 25 November 2025, rental properties must meet the existing minimum standards before being advertised or when an offer to let is made, not only at key handover, under the Victorian Government's rental reforms. That advertising rule applies to the fourteen existing minimum standards in force since 29 March 2021. What products and works are involved?
Draught proofing is one of the more affordable standards to satisfy, because the works are typically weather stripping and sealing products rather than major appliance replacements. Common items include:
- Adhesive backed weather strips around door and window perimeters
- Door bottom seals and draught excluders on external doors
- Perimeter seals on openable windows
- Sealing or covering unsealed wall vents where they are no longer needed for required ventilation
The important caveat is ventilation. Homes still need to meet ventilation requirements, so sealing must be done sensibly. Are there rebates for weather sealing?
Yes. The Victorian Energy Upgrades (VEU) program offers discounts on draught and weather sealing right now, alongside discounts for heating, cooling, hot water and showerheads. Because draught proofing works are relatively low cost, the VEU discount can offset a meaningful share of the outlay per property.
VEU discounts are also available for other 2027 measures. Ceiling insulation discounts under VEU open to general homes from 1 October 2026, worth up to $1,482 with a minimum $200 customer contribution, and are expected to extend to rentals from around 1 January 2027. Solar panels are not a minimum standard, but the separate Solar for Rentals rebate offers up to $1,400 plus a matching interest free loan up to $1,400, for a total of up to $2,800 off, with the household income cap dropping from $210,000 to $150,000 from 1 July 2026. What happens if a property is not compliant?
Consumer Affairs Victoria regulates the minimum standards, and renters enforce them through VCAT. Penalties in Victoria are expressed in penalty units, and the 2025-26 penalty unit value is $203.51, indexed each year by the Department of Treasury and Finance.
