Victoria's rental showerhead standard is rising from 3-star to 4-star WELS on 1 March 2027. Every shower in a Victorian rental will need to be fitted with a showerhead rated 4-star or higher under the Water Efficiency Labelling and Standards (WELS) scheme, and the requirement is triggered when a new lease begins or a fixed-term tenancy converts to a periodic (month-to-month) agreement. Of all the new minimum standards landing in 2027, this is the quickest and cheapest to satisfy, which makes it the easiest early win for property managers and landlords across Melbourne.
What exactly changes on 1 March 2027?
Water-efficient showerheads are not a new idea in Victorian rentals. They have been one of the 14 minimum standards since 29 March 2021, set at a minimum of 3-star WELS (see Consumer Affairs Victoria). What changes on 1 March 2027 is only the rating: the floor lifts from 3-star to 4-star.
The requirement applies to all showers in the property, not just the main bathroom. A two-bathroom home in Glen Waverley or a townhouse in Brunswick with an ensuite needs a compliant 4-star showerhead on every shower, not just one.
This change sits inside the Residential Tenancies Amendment (Minimum Energy Efficiency Standards) Regulations 2025, which is finalised, not a proposal. The standard is administered by Consumer Affairs Victoria (CAV), and renters enforce their rights through the Victorian Civil and Administrative Tribunal (VCAT).
What triggers the 4-star showerhead upgrade?
The 4-star showerhead standard is lease-triggered, not tied to a single hard portfolio deadline. In practice, the obligation kicks in from 1 March 2027 when one of these events occurs:
- A new rental agreement is signed for the property, or
- An existing fixed-term agreement converts to a periodic (rolling month-to-month) tenancy.
If a good tenant stays on the same fixed-term lease well past March 2027 without any change, the trigger has not yet fired for that property. But most rent rolls turn over often enough that the practical answer is simple: get every property to 4-star before it is next advertised or re-let, and the trigger never catches you out.
That last point matters because of a separate reform already in force. From 25 November 2025, Victorian rental properties must meet the existing minimum standards before they are advertised or when an offer to let is made, not just at key handover (see the Premier of Victoria's announcement). Once the 4-star rating is in force, that advertising rule captures it too, so leaving a showerhead swap to the last minute risks holding up a listing.
How the showerhead standard compares to the other 2027 changes
The showerhead upgrade is one of six new energy-efficiency standards, and it is worth seeing where it sits. Most of the new standards are lease-triggered or apply only when equipment fails. Only one, cooling, carries a hard portfolio-wide deadline.

Why 4-star showerheads are the easy win
Compared with installing ceiling insulation or replacing a failed hot water system, swapping a showerhead is fast, low-cost and non-structural. A qualified plumber can replace the fittings across a whole home in a single short visit, with no building work and minimal tenant disruption.
There is also a water-bill and gas-bill benefit that lands on the tenant and, indirectly, on the property's appeal. A 4-star WELS showerhead uses noticeably less water than an older 3-star or unrated fitting while still delivering a comfortable flow, which is exactly why the WELS scheme exists.

Are there rebates for the showerhead upgrade?
