Key facts
- From 1 March 2027, all showers in a Victorian rental must have a 4-star WELS showerhead, up from the current 3-star minimum.
- The upgrade is triggered by a new lease or a conversion to a periodic (month-to-month) tenancy, not a fixed portfolio deadline.
- Showerheads have been a minimum standard since 29 March 2021 at 3-star; only the star rating is rising.
- The rule sits in the Residential Tenancies Amendment (Minimum Energy Efficiency Standards) Regulations 2025, enforced by Consumer Affairs Victoria via VCAT.
- Victorian Energy Upgrades (VEU) discounts on water-efficient showerheads are available now, before the deadline.
- The 2025-26 penalty unit is $203.51, so non-compliance across a portfolio adds up quickly.
Victoria's rental showerhead standard is rising from 3-star to 4-star WELS on 1 March 2027. Every shower in a Victorian rental will need to be fitted with a showerhead rated 4-star or higher under the Water Efficiency Labelling and Standards (WELS) scheme, and the requirement is triggered when a new lease begins or a fixed-term tenancy converts to a periodic (month-to-month) agreement. Of all the new minimum standards landing in 2027, this is the quickest and cheapest to satisfy, which makes it the easiest early win for property managers and landlords across Melbourne.
What exactly changes on 1 March 2027?
Water-efficient showerheads are not a new idea in Victorian rentals. They have been one of the 14 minimum standards since 29 March 2021, set at a minimum of 3-star WELS (see Consumer Affairs Victoria). What changes on 1 March 2027 is only the rating: the floor lifts from 3-star to 4-star.
The requirement applies to all showers in the property, not just the main bathroom. A two-bathroom home in Glen Waverley or a townhouse in Brunswick with an ensuite needs a compliant 4-star showerhead on every shower, not just one.
This change sits inside the Residential Tenancies Amendment (Minimum Energy Efficiency Standards) Regulations 2025, which is finalised, not a proposal. The standard is administered by Consumer Affairs Victoria (CAV), and renters enforce their rights through the Victorian Civil and Administrative Tribunal (VCAT).
What triggers the 4-star showerhead upgrade?
The 4-star showerhead standard is lease-triggered, not tied to a single hard portfolio deadline. In practice, the obligation kicks in from 1 March 2027 when one of these events occurs:
- A new rental agreement is signed for the property, or
- An existing fixed-term agreement converts to a periodic (rolling month-to-month) tenancy.
If a good tenant stays on the same fixed-term lease well past March 2027 without any change, the trigger has not yet fired for that property. But most rent rolls turn over often enough that the practical answer is simple: get every property to 4-star before it is next advertised or re-let, and the trigger never catches you out.
That last point matters because of a separate reform already in force. From 25 November 2025, Victorian rental properties must meet the existing minimum standards before they are advertised or when an offer to let is made, not just at key handover (see the Premier of Victoria's announcement). Once the 4-star rating is in force, that advertising rule captures it too, so leaving a showerhead swap to the last minute risks holding up a listing.
How the showerhead standard compares to the other 2027 changes
| Standard | Threshold | Effective | Trigger |
|---|---|---|---|
| Water-efficient showerheads | 4-star WELS | 1 Mar 2027 | New lease or conversion to periodic |
| Ceiling insulation | R5.0 (where none exists) | 1 Mar 2027 | New lease or conversion |
| Draught proofing | Seal external doors, windows, vents | 1 Jul 2027 | New lease or conversion |
| Heating (main living area) | 2-star+ GEMS efficient electric | 1 Mar 2027 | On end-of-life failure |
| Hot water | Heat pump or electric-boosted solar | 1 Mar 2027 | On end-of-life failure |
| Cooling (main living area) | 3-star+ efficient electric | 1 Mar 2027 (lease) then 1 Jul 2030 all homes | New lease from Mar 2027; hard deadline 1 Jul 2030 |
The showerhead standard shares the same 1 March 2027 effective date and the same new-lease trigger as ceiling insulation. If a property is being turned over for a new tenant in 2027, it is efficient to address both at once.
Why 4-star showerheads are the easy win
Compared with installing ceiling insulation or replacing a failed hot water system, swapping a showerhead is fast, low-cost and non-structural. A qualified plumber can replace the fittings across a whole home in a single short visit, with no building work and minimal tenant disruption.
There is also a water-bill and gas-bill benefit that lands on the tenant and, indirectly, on the property's appeal. A 4-star WELS showerhead uses noticeably less water than an older 3-star or unrated fitting while still delivering a comfortable flow, which is exactly why the WELS scheme exists.
Because the change is so contained, the showerhead standard is a sensible first move when bringing a rent roll up to the new rules. It clears one of the six new obligations off the list quickly and demonstrates progress to owners while the larger heating, cooling and hot water items are staged over time.
Are there rebates for the showerhead upgrade?
Yes. Under the Victorian Energy Upgrades (VEU) program, discounts on water-efficient showerheads are available now, before the 2027 deadline. VEU also offers discounts on heating, cooling, hot water and draught sealing, so a well-planned upgrade round can pull several rebates into one visit.
Showerheads are a small enough item that the rebate often covers most or all of the fitting cost, which is another reason to treat this as the low-friction starting point. Acting early, while a property is between tenants, means the work is done before the advertising and re-letting rules can bite.
What happens if a rental is not compliant?
Water-efficient showerheads are a minimum standard, so a rental that does not meet the 4-star requirement once triggered is not compliant. Renters can raise the issue with Consumer Affairs Victoria and pursue it at VCAT, and a renter can request an urgent repair or seek an order where a minimum standard is not met.
The financial exposure is measured in penalty units. The 2025-26 penalty unit value is $203.51 (Department of Justice and Community Safety), and because breaches are assessed per property, gaps across a portfolio add up. The safer and cheaper path is straightforward: get every shower to 4-star before the property is next advertised.
How JT Compliance handles it across Melbourne rent rolls
JT Compliance is a Melbourne maintenance firm that brings entire rent rolls up to Victoria's rental minimum standards, and the showerhead standard is a natural part of that work. We audit every property to record which showers already meet 4-star WELS and which need swapping, quote the works with any VEU discounts applied, complete the upgrades with qualified trades, and hand back a documented compliance report the agency can keep on file.
